Declaration of Independence

In the Declaration of Independence There are 18 paragraphs all starting with "He" criticizing the king of England. In your opinion, why to you think Jefferson took the time to write each one out, and why do you think Jefferson keep repeating the word "He" at the begining of every paragraph?
